March used to be the month during which kids flew kites -- it was the official ''windy month, '' at least in the Northeast and Midwest. There's less of this activity now, with kids more likely to be staring at a screen. We're happy that the National Museum of American Illustration, on Bellevue Avenue, Newport, has some reminders of such low-tech pastimes.
