Public vehicles, private dispute

It appears from my view of the firefighters picketing outside the Rhode Island Convention Center (out my window!) that some distinguished members of the Providence Fire Department (though not residents of the city) have been driving taxpayer-owned Fire Department equipment through the demonstration zone to honk and otherwise make a lot of noise in support of their colleagues..

The question is: Is this use of city-owned equipment to participate in a private dispute legal?
Oh well, not many traffic laws are enforced around here anyway....

Can't be fire department employees, we're on punishment, grounded to the stations, unless an emergency happens.
